Kaduna State Traffic Law Enforcement Authority (KASTLEA), Incident Report and Disclaimer Notice To The General Public on a Trending Video posted on social media by Shuaibu Ahmad

Location: Manchok, Zone 14, Kaduna State
Incident Summary: On the 10th of January, 2026, a motorist identified as Shuaibu Ahmad was stopped by KASTLEA Marshals at Manchok during a routine traffic enforcement operation. Upon inspection, it was discovered that the vehicle documents presented by the motorist had expired on 17th September, 2025.
In line with existing traffic regulations, the motorist was duly booked for driving with expired vehicle papers, attracting a statutory fine of ₦10,000. The offender effected payment by transferring the sum of #10,000 to an account with the name Moses Dorcas, the officially designated KADIRS-approved cash *agent attached to Zone 14, Kafanchan.
At the time the enforcement team returned from their duty post, Manchok, the cash agent had officially closed for the day. However, a booking ticket corresponding to the offence was properly raised and documented at the office on the same day, *10th January, 2026. The actual confirmation and processing of the payment by the cash agent were completed the following day.
Disclaimer Statement: Kaduna State Traffic Law Enforcement Authority (KASTLEA) wishes to *clearly state that no marshal collected cash fines from the offender, nor was any personal bank account used in the transaction. The fine was paid solely into a Kaduna State Internal Revenue Service (KADIRS)–approved cash agent account, designated for the collection of government revenues, for onward remittance to the Kaduna State Government Treasury.
KASTLEA Marshals are strictly prohibited from collecting cash fines directly from offenders or using personal accounts under any circumstance. All payments must be made through approved government channels, either via bank payment into government accounts or through authorized KADIRS cash agents.

Dr. Uba Sani CON, KASTLEA remains committed to transparency, accountability, and professionalism in the discharge of its statutory responsibilities. The Authority’s mandate is strictly to enforce traffic laws and regulations and ensure the safety of lives and property on Kaduna State roads, and it continues to uphold zero tolerance for misconduct in revenue-related matters.
